Civil Engineering Advisory Board
The Civil Engineering Advisory Board consists of professional civil engineers representing the various disciplines areas of professional practice in civil engineering. The basic mission of the board is to provide guidance and advice to the Civil Engineering Department related to the maintenance of the academic and professional quality of the Civil Engineering program, including accreditation. The board is a self-governing entity with an elected chair and secretary who coordinate the board's activities and meetings with the department.
The board meets quarterly and currently includes nine members:
David Connell, P.E.
David Connell is the Vice President of Engineering for Union Pacific Railroad. David has worked for Union Pacific and predecessor companies for 26 years, having held a variety of field and staff positions which include AVP- Construction, Chief Engineer - Maintenance of Way and various track research positions. Currently, David directs the design, construction and maintenance of all track, signal and bridge infrastructure in the nation's largest railway. David holds a bachelor’s degree in Civil Engineering from North Carolina State University and attended the Harvard Business School. He currently chairs the American Association of Railroad's Heavy Axle Load Committee and is a member of the Railway Technology Working Committee at the Transportation Technology Center, Inc.

Lyle R. Christensen, P.E.
Lyle Christensen has 37 years of experience in both the public and private sectors of watershed management and water, wastewater, and stormwater facilities design and management for both municipal and industrial clients. For the past 10 years, Lyle has served as a Senior Project Manager for HDR Engineering, Inc. He received both a Bachelor of Science and a Master of Science in Civil Engineering from the University of Nebraska-Lincoln and is a registered Professional Civil Engineer in Nebraska, Kansas, and Iowa. Lyle is a Member of the Engineer's Club of Omaha and has served as the President of the Nebraska Water Environment Association and as ACEC Representative of the Nebraska Surface Water Monitoring Council.

Scott Gilliland, P.E.
Scott Gilliland is a founding owner and, since its inception (March 1997), the Managing Member of lnfraStructure, LLC. Scott is an engineer and project manager with a variety of bridge, general transportation, and other public/private infrastructure related experience. Scott has more than 25 years of management, engineering design, construction engineering, and inspection related experience. He has worked on and coordinated design team activities on portions of several major public works projects including the Central Artery/Third Harbor Tunnel Project in Boston, MA, the Cypress Freeway Reconstruction in Sacramento, CA, and the I-80/I-480 Kennedy Interchange Reconstruction in Omaha, NE. He has served as the Principal in charge on the many of his company’s recent projects. InfraStructure is a specialty structural engineering consulting firm located in Omaha, Nebraska and is involved with buildings, bridges, and other special structures design, construction engineering, precast concrete engineering, and detailing.
Dale Jacobson, P.E., BCEE
Dale Jacobson is a registered professional engineer with 42 years of engineering experience in water, wastewater, water resources, ground water, solid waste and hazardous waste projects. He received a Bachelor of Science in Civil Engineering, a Master of Science in Environmental Engineering and a Master of Business Administration from the University of Nebraska-Lincoln. He has served as Project Principal or Project Manager for numerous significant projects during his career. In addition to project work, he has served as president of a consulting firm, managed the business development activities of two consulting firms, and served on the board of directors of several privately held corporations. Dale has been active in numerous national and international professional and technical organizations throughout his career. Some of his activities currently include serving on the Board of Governors of the World Water Council (WWC), the Board of Directors of the American Academy of Water Resources Engineers (AAWRE), the International Council of the American Water Works Association (AWWA), the International Committee of the Water Environment Federation (WEF), and the Civil Engineering Advisory Board – University of Nebraska-Lincoln.

Mark Lafferty, P.E.
Mark Lafferty has been in the concrete industry since 1973, specializing in precast/prestressed concrete, and he has been a licensed professional engineer since 1980. Mark started his career with General Testing Laboratory where he developed his quest for quality and "hands on" knowledge of the many uses for and behavior of concrete. Since then, Mark has been involved in the structural design of various types of concrete structures using both cast-in-place and precast concrete. He has also been involved with estimating, marketing, sales, and management all related to the concrete industry. Mark is currently Vice President/General Manager of Concrete Industries, Inc. in Lincoln, Nebraska and is an active member of the Precast/Prestressed Concrete Institute, PCI-Midwest, and Prestressed Concrete Association of Nebraska.

Reed Miller, P.E.
Reed A. Miller is the President, CEO and founder of a civil/environmental engineering firm, Miller & Associates, headquartered in Kearney, Nebraska. Since his founding of the firm in 1976, it has steadily grown to employ a diverse staff of engineers, architects, registered land surveyors, geologists, grant administrators, planners, computer programmers and technicians. Reed obtained a Bachelor of Science in Civil Engineering and later received a Master of Science in Civil Engineering. He is a Registered Professional Engineer in the states of Nebraska, Colorado and Kansas, and also holds Class A City Street Superintendent and County Highway Superintendent licenses. Reed is a member of the American Water Works Association, Water Environment Federation, and is on the Advisory Council on Public Water Supply.

Randall D. Peters, P.E.
Randy Peters is the Director - State Engineer of the Nebraska Department of Roads. He began his career with NDOR in 1977, and while working there, he obtained a bachelor’s degree in Civil Engineering at the University of Nebraska–Lincoln in 1987. He then began working in the Roadway Design Division of NDOR, serving as Roadway Designer, Computer-Aided Design Coordinator, and later as Assistant Division Head. In 1997, he was promoted to State Traffic Engineer and Division Head, where he remained until 2007, when he took the position of Planning and Project Development Engineer. He was later appointed the Deputy Director - Engineering in 2009 for the State Roads Department and served in that position until his promotion in July 2012.

Nancy Pridal, P.E.
Nancy Pridal is a Vice-President at Lamp, Rynearson & Associates, Inc. She is in charge of integration management, program development and implementation, leadership development, systems analysis and improving organizational effectiveness through strategic planning and initiatives. Nancy is also a certified facilitator responsible for supporting community workshops and public meetings. She also has more than 19 years of highly successful project experience, working in client management and business development as well as project management for public improvement projects involving planning, scheduling, financial management, and monitoring of progress from project conception through construction. Nancy received a Bachelor of Science in civil engineering from the University of Nebraska-Lincoln and a master’s degree in Organizational Leadership from the College of St. Mary, and she is a Professional Engineer registered in Nebraska and Iowa. She is the Vice-Chair of the BOD for Habitat for Humanity as well as the Chair of the Construction Committee, Chairperson for the University of Nebraska Civil Engineering Advisory Board and on the College of St. Mary Business Advisory Board.

Daryoush Razavian, P.E., P.H.
Daryoush Razavian leads Rail Services Program at Olsson Associates. He is a senior program manager and engineer for multidisciplinary projects involving planning, analyzing, and designing water resources systems. He has directed, managed, and conducted over 2,000 projects related to water resources engineering and management throughout the Central/Western U.S. His project experience includes conducting hydrologic and hydraulic evaluations as well as permitting for railroad and highway bridges/culverts, restoring lakes and streams, performing comprehensive stormwater management and flood mitigation planning, handling floodplain management and flood control, developing watershed management plans for improving water quality, conducting stream and lake sedimentations studies and providing technical support of water rights and drainage litigation cases. His professional activities include serving in a variety of positions at the Nebraska Section of ASCE, including a stint as the Section President. Daryoush is a professional engineer and a professional hydrologist (certified by the American Institute of Hydrology) and was recognized by the American Academy of Water Resources Engineers‘ Board of Trustees as having met the requirements for the Diplomate, Water Resources Engineer (D.WRE) credential.
