About Michael:

Michael J. Bart., P.E., retired in 2021 after nearly 37 years with the Corps of Engineers. He retired as the St. Paul District Chief of Engineering and Construction Division.  

Bart was responsible for the engineering and construction-related activities in the St. Paul District area, which included portions of five states:  MN, WI, ND, SD and IA. This work included design and construction support for inland navigation, flood risk management, dam and levee safety, environmental restoration, emergency response operations for natural disasters, operations and maintenance work, and regional/national support for Corps of Engineers activities. 

Bart served as the Dam Safety Officer for 19 flood damage reduction dams and 13 locks/dams for inland navigation. He also served as the District Levee Safety Officer for more than 90+ levee projects. He was the U.S. co-chair for the International Souris River Study Board with Canada (2017-2021) and served as the district’s career program manager for engineers and scientists. He received a Bachelor of Science degree in Civil Engineering in 1984 from the University of Nebraska-Lincoln and has additional education in Civil Engineering at the University of Kansas. Bart is a registered professional engineer in Kansas and a member of the American Society of Civil Engineers.

Previous assignments include the Corps’ Hurricane Protection Office in New Orleans, Chief of Engineering Division for the Walla Walla District, and Chief of the Planning and Hydrologic Engineering Branches in the Kansas City District. Heresides in Colorado Springs, Colorado and volunteers at the 4th Judicial District Attorney Office and is an elected Director of Sterling Ranch Metropolitan District #2.
