How to create a page and not have it be "Live"?
You can create pages and make them "unpublished", which will mean they are not able to be viewed by the public or indexed by search engines like Google. The default when creating a new page is "Published" or to make it live, so you will need to go to the bottom of the Edit page and uncheck "Published".

Note: To view an unpublished page, you must also be logged into the site and have the correct permissions as well.
